Alabama congressional candidate breaks with GOP, says map does not maximize Republican seats

A Republican state lawmaker running for Congress in a southern Alabama district that could be reshaped through redistricting said Wednesday he would have voted against the GOP plan because it did not go far enough in eliminating all Democratic seats.
