Alabama Senate strips lieutenant governor of power and Democrats of means to prolong debate

The Alabama Senate approved a handful of rules changes Thursday that took some authority from the lieutenant governor, who is the presiding officer of the chamber.

The rules, approved without opposition, shift authority to the president pro tem, who is the Senate leader elected by other senators.
