‘Hollowed out’ bill removes Alabama Power rate relief, critics say: Is it real PSC reform?

The Alabama Senate Committee on Fiscal Responsibility and Economic Development on Tuesday approved a combination of two bills moving through the legislature to overhaul the Public Service Commission, which regulates utilities, including Alabama Power Company.

HB475, brought forth by Rep. Mack Butler, R-Rainbow City, originally required the PSC to conduct rate cases for every regulated utility at least every three years.
