United State District Court for the Middle District of Alabama

Singleton v. Taylor, Case No. 2:20-cv-99-WKW

Class Action Notice

Authorized by the U.S. District Court

This Notice explains the outcome of a class action against the head official of the Alabama Law Enforcement Agency (ALEA) and class members’ rights to object to a proposed agreement for ALEA to pay lawyers’ fees.

Who are the class members and their lawyers in this class action lawsuit?

Do you ever “panhandle” in public places in Alabama? If so, this Notice is for you. You are a class member in a class action called Singleton v. Taylor. In a class action, one or more people bring a lawsuit for themselves and for others in the same legal situation. The court approves class representatives and lawyers to work on the case and advocate for all class members. Your lawyers are from the Southern Poverty Law Center (Micah West, Ellen Degnan, Kirsten Anderson); National Homelessness Law Center (William Knight, Eric Tars); and Institute for Constitutional Advocacy and Protection (Kelsi Corkran, Joseph Mead, Tinesha Zandamela).

What is this lawsuit about and what court decisions came from it?

Three Montgomery residents filed this class action in 2019 against the head official of ALEA, the Montgomery County Sheriff, and the City of Montgomery. The case asked the court to strike down two state laws that made it a crime to solicit employment, business, or contributions from a car or to beg in public places. The laws are Ala. Code § 32-5A-216(b) and Ala. Code § 13A-11-9(a)(1). The case against the City and County ended after they agreed to stop enforcing the laws. The case against ALEA led to court decisions in 2023 and 2025 holding that the laws violate the First Amendment and ordering ALEA to stop enforcing them. Those court decisions are now final.

What is the proposed agreement for ALEA to pay lawyers’ fees?

Because your lawyers won the case, they have asked ALEA to pay for some of their time, risk, and expenses in bringing the case. ALEA has agreed to pay them $158,000 in fees. If the judge thinks this agreement is fair and reasonable, the judge may approve it. To date, your lawyers have not been paid any money for their work on this case. No matter what, you will not have to pay any lawyers in this case.

What rights do class members have to object to the proposed agreement?

You have the right to object to the proposed agreement for ALEA to pay lawyers’ fees. If you choose to object, you must give reasons why you think the Court should not approve the agreement. You may, but do not need to, hire a different lawyer to help you. The Court will listen to your view. The Court will then decide whether to approve or reject the proposed agreement after a final hearing on October 22, 2026, at 11:00 a.m. in Courtroom 2B of the Frank M. Johnson, Jr. United States Courthouse, One Church Street, Montgomery, Alabama. The date of the hearing may change without further notice to you. To confirm the hearing date, go to: https://www.splcenter.org/singleton-settlement. If you object, you must send your comments by October 10, 2026, to your lawyers, who will give them to the court. Send them by email, phone, text, or regular mail to:

The Southern Poverty Law Center

c/o Singleton Settlement

400 Washington Ave., Montgomery, AL 36104

Phone and text: (855) 252-5601

Email: SingletonSettlement@splcenter.org

You do not have to object. You may choose to do nothing. If you do nothing, you will still be a class member.

Will class members get any money as part of this case?

No. This lawsuit was brought to stop ALEA from enforcing laws that made it a crime to beg or solicit in public places. It was brought to get those laws overturned. It did not ask the court to order ALEA to pay class members money.
