The Alabama Senate moved quickly on Wednesday to approve the latest version of legislation to make changes to the Public Service Commission, bills that the sponsors say are aimed at controlling electricity costs, which are higher in Alabama than most other southeastern states.

But that won’t be the final word on what has emerged as one of the top issues of the legislative session.
